DGFT Adds India–Oman CEPA to Certificate of Origin Issuance Framework
The Directorate General of Foreign Trade (DGFT) has amended Para 2.88(a) of the Handbook of Procedures (HBP) 2023 to include the India–Oman Comprehensive Economic Partnership Agreement (CEPA) in the list of Free Trade Agreements (FTAs) covered under the Certificate of Origin (CoO) issuance mechanism
What Has Changed?
DGFT has inserted a new entry under Para 2.88(a) of HBP 2023:
India–Oman Comprehensive Economic Partnership Agreement (India–Oman CEPA)
With this amendment, exporters will be able to obtain Certificates of Origin under the India–Oman CEPA through DGFT-authorized issuing agencies.
Why Is the Certificate of Origin Important?
A Certificate of Origin is a critical trade document that certifies that exported goods originate from India and qualify for preferential tariff benefits under a Free Trade Agreement.
For exporters shipping goods to Oman, the CoO enables importers to claim eligible customs duty concessions under the CEPA framework.
Impact on Exporters
The amendment provides a formal procedural mechanism for exporters to avail benefits under the India–Oman CEPA once the agreement becomes operational.
Key benefits include:
- Simplified access to preferential trade benefits
- Recognition of India–Oman CEPA within DGFT’s CoO issuance system
- Easier documentation through authorized agencies
- Improved market access opportunities for Indian exporters targeting Oman
What Should Exporters Do?
Businesses planning exports to Oman should:
- Review product eligibility under the India–Oman CEPA.
- Understand applicable Rules of Origin requirements.
- Coordinate with authorized Certificate of Origin issuing agencies.
- Prepare documentation required for claiming preferential tariff benefits.
Preface Consulting's View
The inclusion of India–Oman CEPA in the Certificate of Origin framework is an important procedural step toward operationalizing trade benefits under the agreement. Exporters looking to expand in the Gulf region should proactively evaluate potential duty savings and compliance requirements to maximize the advantages offered by the CEPA.
Businesses engaged in exports to Oman should begin preparing their origin documentation and trade compliance processes to ensure smooth utilization of the agreement once implemented.
