TRQ Raw Sugar Import: DGFT Invites Fresh Applications

The Directorate General of Foreign Trade (DGFT) has announced the modalities for allocation of the balance quantity of 2,02,550 MT of Raw Sugar under the Tariff Rate Quota (TRQ) Scheme for import of 10 lakh MT of raw sugar.

The announcement follows Public Notice No. 27/2026-2027 dated 20 August 2026, its Corrigendum dated 24 August 2026, and the Committee meeting held on 28 August 2026.

Eligible sugar millers and refiners can now submit fresh applications through the DGFT’s online Import Management System. Unlike the earlier one-time allocation, the remaining quota will be allocated through a daily batch-wise mechanism.

TRQ Raw Sugar Import: 2,02,550 MT Balance Quantity Available

The Government had notified a total TRQ of 10,00,000 MT of Raw Sugar under Notification No. 31/2026-27 dated 20 August 2026.

Against this quota:

  • Total TRQ: 10,00,000 MT
  • Applications received and allocated: 7,97,450 MT
  • Balance quantity: 2,02,550 MT

The remaining 2,02,550 MT is now open for fresh applications from eligible applicants.

Fresh Applications Invited from Eligible Millers and Refiners

Who Can Apply?

Fresh applications are invited from eligible millers and refiners who meet the conditions prescribed under the earlier Public Notice No. 27/2026-2027 and its Corrigendum.

Applicants must follow the application format and other requirements specified in the original Public Notice.

How to Submit the Application?

Applications must be submitted online through the DGFT portal under:

DGFT Website → Import Management System → Tariff Rate Quota (TRQ)

Manual or offline applications will not be considered.

The application window will remain open for 7 days from the date of publication of the Public Notice.

Daily Batch-Wise Allocation Mechanism

One of the key changes introduced for the balance quantity is the move from a one-time allocation to a daily allocation mechanism.

Applications Received by 5:30 PM

All applications received up to 5:30 PM on a particular day will form one batch.

These applications will be processed together for allocation on the following working day, subject to scrutiny and eligibility.

Applications Received After 5:30 PM

Applications submitted after 5:30 PM will not form part of that day’s batch.

Instead, they will be carried forward and clubbed with the following day’s batch.

Allocation Based on Aggregate Daily Demand

Allocation against each day’s batch will be made based on the aggregate demand received for that day, on a self-declaration basis and subject to the balance quota available.

This means applicants should carefully consider their requested quantity when submitting the application.

Pro-Rata Allocation When Quota Is Exhausted

When Will Pro-Rata Allocation Apply?

If the cumulative quantity applied for during a particular day, together with the quantity already allocated on previous days, exceeds the available balance quota of 2,02,550 MT, the allocation for that batch will be made on a pro-rata basis.

How Does Pro-Rata Allocation Work?

Under the pro-rata mechanism, the available quantity will be distributed among applicants in that batch in proportion to the quantity applied for by each applicant.

Therefore, applicants may not receive their entire requested quantity if the remaining quota is insufficient to meet the aggregate demand.

Important Application Deadline Rules

The DGFT has specified that the date and time stamp recorded on the DGFT online portal will determine the batch to which an application belongs.

Applicants should therefore ensure that their applications are successfully submitted before the 5:30 PM daily cut-off if they want the application to be considered in that day’s batch.

Applications submitted manually or offline will not be considered.

Note:

If the quota is fully exhausted or allocated, applications received on subsequent days will not be considered. Such applicants will be informed through the DGFT portal.
