DGFT Reviews Wheat Export Quota Allocation for 2026
The Directorate General of Foreign Trade (DGFT) has initiated a review of the utilization of wheat export quotas allocated under earlier Public Notices. The review covers wheat exported under HS Codes 10011900 and 10019910 and is intended to assess the utilization of already allocated quantities and the requirement for further allocation of any unutilized quota.
Exporters who received wheat export authorizations are required to submit utilization details, supporting documents, and information on any additional quantity required or allocated quantity proposed for surrender.
DGFT Reviews Utilization of Allocated Wheat Export Quota
The Trade Notice states that exporters issued authorization under the relevant Public Notices must provide details of wheat exported against their allocated authorization.

What Wheat Exporters Need to Submit
Exporters must submit a Utilization Certificate issued by a Chartered Accountant, indicating the quantity exported against the allocated authorization up to August 26, 2026.
The submission must also include the relevant Shipping Bill details.
Request for Additional Quantity or Surrender
Where applicable, exporters must also provide:
- Requirement for any additional quantity of wheat.
- Request for surrender of allocated quantity, if any.
- Justification for the additional requirement or surrender.
- Copies of valid export contracts or purchase orders, where available.
August 31, 2026 Is the Key Submission Deadline
The required details must be submitted by August 31, 2026 through email to sefc-wheatflour-dgft@gov.in.
Exporters seeking additional quantities must also file the corresponding amendment application through the online portal by August 31, 2026, along with the relevant supporting documents.
Requests submitted after the deadline, or requests without the required documents, will be rejected.
Note:
Exporters should ensure that utilization records, Shipping Bill details, export contracts or purchase orders, and CA-issued certificates are complete before submitting their requests.
How Will Unutilized Wheat Quota Be Considered?
The Trade Notice provides different treatment based on the level of quota utilization.
More Than 50% Utilization
Authorizations where more than 50% of the allocated quantity has been utilized may be considered for further re-allocation of wheat.
Less Than 50% Utilization
Where utilization is less than 50%, the unutilized quantity may be transferred to the common pool for reallocation, unless valid export contracts or purchase orders are submitted in accordance with the Trade Notice.
Allocation from the common pool will be made by DGFT based on the documents submitted by the firms.
Consequences of Non-Submission
Failure to provide the required information within the stipulated timeline may lead to appropriate action.
This may include:
- Reallocation of unutilized quota.
- Barring applicants from future restricted export authorizations.
- Rejection of requests submitted without the required supporting information.
DGFT has also reserved the right to decide or alter the modalities for distribution and allocation based on the applications received.
