India Revises Anti-Dumping Duty on Jute Import Rule

The Ministry of Finance, Department of Revenue, has issued Notification No. 24/2026-Customs (ADD) dated 24 September 2026, amending the existing anti-dumping duty framework for specified jute products imported into India. The amendment follows the mid-term review conducted by the designated authority and introduces a revised producer-wise duty table for imports originating in or exported from Bangladesh and Nepal.

The revised notification covers products such as jute yarn/twine, hessian fabric and jute sacking bags, falling under tariff headings 5307, 5310, 5607 and 6305.

What Has Changed Under the New Notification?

The Central Government has substituted the existing table in Notification No. 33/2022-Customs (ADD) with a new table specifying the applicable anti-dumping duty amounts for different producers and product categories.

The duty is specified in US dollars per metric tonne (MT) and varies according to the producer, product and country of origin.

Jute Products Covered

The revised framework covers:

  • Jute yarn/twine
  • Hessian fabric
  • Jute sacking bags
  • Jute sacking cloth in the circumstances specified in the notification

The notification defines “Jute Products” as comprising jute yarn/twine, hessian fabrics and jute sacking bags.

Anti-Dumping Duty for Bangladesh-Origin Goods

For Bangladesh-origin goods, the notification provides producer-specific duty amounts.

For example, the table specifies USD 59/MT for certain jute yarn/twine supplied by Asha Jute Industries Limited and USD 94/MT for certain sacking bags from the same producer.
For producers not specifically listed in the table, the notification provides separate rates. These include USD 445/MT for jute yarn/twine, USD 88/MT for hessian fabric and USD 283/MT for sacking bags in the specified circumstances.

Anti-Dumping Duty for Nepal-Origin Goods

The revised table also provides producer-wise rates for goods originating in Nepal.

For example, the notification specifies rates for producers including Arihant Multi-Fibres Ltd., Baba Jute Mills Private Limited and Shree Pashupatinath Jute Mills Private Limited.
For other producers not specifically listed, the notification specifies USD 119/MT for jute yarn/twine, USD 292/MT for hessian fabric and USD 247/MT for sacking bags in the relevant entries.

Invoice Requirements for Producer-Specific Rates

Importers seeking to apply the individual duty rate specified for a particular producer must present a valid commercial invoice containing a prescribed declaration.

The declaration must certify that the exported product covered by the invoice was manufactured by the named producer and that the information provided is complete and correct.

If the required invoice is not presented, the notification states that the duty applicable to all other producers shall apply.

Why Importers Should Check the Producer Details

The revised structure makes producer identification and supporting documentation important for import clearance. Importers should therefore verify the producer details stated on commercial documents against the applicable entries in the notification.

Changes Relating to Jute Sacking Cloth

The notification also provides that the anti-dumping duty applicable to jute sacking bags originating in or exported from Bangladesh will also apply to jute sacking cloth under Heading 5310, subject to specified producer exceptions.

The listed exceptions include producers such as Mouna Jute Mills Ltd., Arnu Jute Mills Limited, Rahman Jute Mills (Pvt.) Ltd., Jamuna Jute Industries Limited and Sagar Jute Spinning Mills Limited, among others.

An exemption is also provided in specified circumstances where the goods are imported by a manufacturer of goods other than jute sacking bags, the importer follows the prescribed concessional-rate/end-use procedure, and an undertaking is furnished to Customs.

Note for Importers:

Importers of covered jute products should review the country of origin, country of export, producer name, product description, applicable duty amount and commercial invoice declaration before claiming a producer-specific anti-dumping duty rate.

The notification also states that the invoice requirement does not affect verification procedures that Customs authorities may independently undertake under applicable customs laws and regulations.

Conclusion

Notification No. 24/2026-Customs (ADD) revises the anti-dumping duty framework for specified jute products originating in or exported from Bangladesh and Nepal. The revised table introduces detailed producer-wise duty rates and reinforces documentation requirements for claiming individual rates.

Businesses importing covered jute products should examine the revised producer-wise entries and ensure that commercial invoices and applicable end-use documentation meet the conditions specified in the notification.
